COMPETITION SYSTEM

· 34 national teams enter a Qualifying Stage (host Brazil and title holder Italy are exempt from this round), divided in 10 geographic groups. All the group winners and 4 runners-up qualify for the Final Stage in Brazil.

· The 16 teams qualified for the Final Stage are divided in 4 groups of 4 teams each playing a round robin. The 4 group winners advance to a final round, and the winner after this league tournament becomes world champion.

 

[Note: After the withdrawals of the originally qualified Scotland, Turkey and India, the number of participants in the Final Stage is reduced from the intended 16 to only 13, divided in 4 irregular groups (4-4-3-2).]
